EU Cosmetic Responsible Personal

Cosmetics must ensure safety, product quality, product labeling, packaging, and other factors in accordance with the EU Cosmetics Regulation to be placed on the market in the European Union.
Brilitas fulfills the obligations and responsibilities of a ‘Responsible Person’ to support customers before, during, and after cosmetics are placed on the market.

Who Is A Responsible Person?

The Responsible Person for cosmetics is an individual or legal entity whose main task is to ensure that cosmetic products placed on the EU market are safe for human health and comply with relevant regulations (e.g., Regulation 1223/2009).
For each cosmetic product placed on the market, the Responsible Person ensures compliance with the relevant obligations specified in Regulation 1223/2009. In general, the responsible person has the following responsibilities:
  • Ensuring the safety of cosmetic products for human health
  • Ensuring that production complies with the standards of the European Union
  • Ensuring that the product has been assessed for safety before being placed on the market
  • Maintaining records of information about the product
  • Providing necessary information to the Commission before placing the product on the market
  • Ensuring that the product limits harmful substances
  • Ensuring compliance with product labeling requirements
  • Ensuring that the public has access to information about the product
  • Promptly notifying relevant authorities and parties of any undesirable effects of the product
  • Submitting lists as requested by the competent authority in the member state when there are any undesirable effects.

They will act as an intermediary between you and the competent authorities, saving you time as this is the responsibility of the responsible person. Notifications and reports will be promptly communicated to you.
